How will I benefit from the Silver Package?
The Silver Package is a comprehensive property management service that aims to take the stress away from you as the landlord of the property.
For a competitive management fee, we will:
- Provide a rent arrears guarantee equivalent of one month’s rent
- Provide a bond guarantee to the value of one month’s rent
- Arrange and pay for annual gas safety check, certificate and home care agreement for the first year
- Arrange and pay for the electrical safety check and certificate
- Arrange and pay for an Energy Performance Certificate (EPC)
- Give you access to financial assistance to help you bring an empty property back into use
- Help you find suitable tenants quickly, undertake all tenancy viewings and provide the tenancy agreement
- Provide regular management inspections with photographic inventories
- Liaise with partner agencies to encourage long term tenancies
How much rent will I receive?
The likely rent you would get for your property gets assessed on the size of the household being housed and not the size of the accommodation that you have available to rent. Rents will not exceed the Local Housing Allowance rates. You can find information on these rates on the carmarthenshire.gov.wales website. However we will always endeavour as best as we can to match the size of the household to the size of the property that you have available to rent.
How will I receive the rent payments?
We will collect the rent from the tenants. Your rent will be paid directly to you by Simple Lettings, minus the management fee.
What about repairs or ongoing maintenance?
We will agree in advance the level of responsibility you wish us to have in arranging repairs and replacements. Usually we will arrange repairs up to a value stated and agreed in your management agreement without authorisation. However, if the repair is likely to cost more than this, then we will contact you. You can advise us if you have any preferences for us to use particular qualified tradesman for your property, but they must be readily available.
Where there is an emergency, particularly outside office working hours, we may have to use our own contractors to carry out the necessary repairs so as to avoid any further damage to the property, or risk to the tenants. You will be responsible for covering the cost of all repairs and maintenance.
What about bills?
The tenants living in the property will be responsible for all council tax, water and fuel bills. Where it is a shared house with individual tenants, it will be your responsibility, as the landlord, to pay the council tax.
How will we select suitable tenants for the property?
We have an extensive list of individuals, couples and families who are looking for a home. All allocations for tenancies are made in accordance with Carmarthenshire County Council allocation policy. All prospective tenants are asked to provide two references, including previous landlords if they have held a tenancy. In addition all prospective tenants undergo an affordability assessment to ensure their suitability, by a qualified housing advisor. In some cases, additional support is provided, to help them manage their tenancy to ensure sustainable tenancies.
What types of properties are suitable?
We are predominantly looking for unfurnished one, two, three and four bedroom properties. However, the type of properties we will need may vary from time to time. We will consider flats, houses and/or maisonettes with or without gardens.
We need to ensure that the properties we take on are safe, in good repair and have basic amenities. Ideally, it should have suitable floor coverings (carpet or sealed wood strip in main rooms and vinyl in kitchens and bathrooms), adequate smoke detection system and carbon monoxide detectors. My property needs upgrading – how does this work?
You may be eligible for financial assistance from us (subject to availability). We will undertake a free initial assessment and let you know if you are eligible. Assistance may be available to address electrical defects including re-wiring, defective kitchens and bathroom, to cover the cost of decoration and providing or replacing flooring, and the installation of an adequate heating systems and other thermal efficiency measures.
I’m interested in the Silver Package - what do I do next?
Please complete the application form and provide all the supporting documentation for our consideration. Further to receiving the application, an officer will arrange an inspection of the property. After the inspection, we will advise you of what works, if any, are required to be undertaken to bring your property up to our lettable standard. We may be able to arrange and pay for some or all of the works.
How do I sign up for the management agreement?
Once the property is accepted onto the Silver Package, the management agreement can be signed. It will detail the areas of responsibility between you as the landlord and us as the management agent. Also the arrangement between us, you and the tenant. Before the management agreement is signed, you will need to provide the property in the condition agreed. Once the management agreement is signed, we will complete a comprehensive inventory and detailed schedule of the condition of the property, together with digital photographs that will be referred to when carrying out inspections, and assessing the property at the end of the tenancy.
What responsibilities will I still have as the landlord?
As the landlord, you will need to:
- Ensure the property is well-maintained and safe for the period of the management agreement
- Register your ownership of the rental property with Rent Smart Wales and
- You must allow us to manage the property and allow your tenants to live in the property without interference
What responsibilities will we have managing your property?
These will be clearly defined in the management agreement that you will have from us. Generally, we will undertake all of the duties that a landlord would be expected to do to manage a tenancy. We will give you regular updates relating to the property and we will inspect the property at intervals throughout the year, as set out in the management agreement.
What happens when the tenant moves out?
We will inspect the condition of the property and compare it to the most recent inventory. Where the property has suffered damage over and above fair wear and tear, we can reimburse you the cost of the works up to the value of one month’s rent. We will then aim to re-let your property as soon as possible.
What happens at the end of the management agreement?
When the agreement expires, you could choose to enter into a new agreement. Alternatively, you may wish to end the agreement, in which case, we will return the property to you.
